OLD LYME PLANNING COMMISSION
SPECIAL MEETING
THURSDAY, AUGUST 7, 2014


PRESENT WERE:  Harold Thompson, Robert McCarthy, Chris Kerr, Steven Ross and Alternate Don Willis seated for Edgar Butcher and Alternate Todd Machnick.

Thompson called the Special Meeting to order at 5:05 p.m.

MUNICIPAL REFERRAL – CONSTRUCT A 60 FT. X 100 FT.LONG BY 30 FT. BUILDING FOR THE STORAGE OF PUBLIC WORKS EQUIPMENT

Chairman Thompson stated the commission had received a Statement of Use from Tom Metcalf for the proposed storage building.  The proposal is to construct a 60 ft. wide x 100 ft. long high storage building at the Public Works Department located at 3 Machnik Drive.  The building will be for the storage of Public Works equipment and materials.

He also noted that other than electricity and security lighting, the building will not require utilities, water, or sewage disposal.   He also stated the building will require no change in the vehicular traffic or use of the building.

Chris Kerr made a motion to recommend the approval of the proposed storage building at 3 Machnik Drive.  Don Willis seconded the motion.  The motion passed unanimously.

PROPOSED AMENDMENT TO THE OLD LYME ZONING REGULATIONS – CHANGE SECTION 5.12.3 LIGHT INDUSTRIAL – LI-80 DISTRICT SPECIAL PERMIT USES, PER SECTION 13 B TO INCLUDE “An animal shelter operating by a Non-Profit Corporation or the Town of Old Lyme located outside the Conservation Zone.

The commission reviewed the proposed amendment submitted to the Old Lyme Zoning Commission from Pet Connections, Inc a non-profit corporation.  Thompson noted that currently an Animal Shelter is not listed as permitted use in the LI-80 zone.  It was also noted that currently the Board of Selectmen is considering leasing a portion of their property on Machnick Drive located in the LI-80 zone to the non-profit corporation known as Pet Connections, Inc.  

Steven Ross made a motion in favor of the proposed amendment.  Robert McCarthy seconded the motion.  The motion passed unanimously.

Thompson made a motion to adjourn the Special Meeting at 5:35.  Chris Kerr seconded the motion.  The motion passed unanimously.
